Lagos State Agricultural Development Authority (LSADA) formerly known as Lagos State Agricultural Development Programme was established by 1987 Edict No 14 of 31st August 1989 and became a schedule parasatal of the State Government with effect from 1st of April 1995 (Edict No 8 of 17th of August 1997 as an implementing arm of the State Ministry of Agriculture and Cooperatives (Now Ministry of Agriculture).
The Authority is service oriented agency, providing technical Agricultural services to farmers/fisher folks in the State. The State Ministry of Agriculture is responsible for coordinating and monitoring the activities of the Authority while the administrative head is the Programme Manager who is ably assisted by heads of the following components namely: Administrative and Human Resources, Engineering , Extension Service Component, Finance and Accounts, Planning Monitoring and Evaluation component, Rural Infrastructural Development and Agriculture Technical Services Component addition to these Units: Public Affairs, Procurement and Audit
COMPONENTS IN LSADA
Administrative and Human Resources, Engineering component, Extension Service Component Finance and Accounts, Planning Monitoring and Evaluation component, Rural Infrastructural Development and Agriculture Technical Services Component. The Programme Manager’s Office which consist of Public Affairs, Procurement and Audit Unit.
ADMINISTRATIVE AND HUMAN RESOURCES COMPONENT
The component is responsible for effective implementation of the components and carries out the following functions:
- Assist the Authority in policy formulations, compiling, executing and reviewing personnel and administrative policies.
- Designing and organizing all recruitment activities.
- Coordinating activities within components.
- Interpreting and applying the relevant personnel regulations.
- Establishing and enforcing the disciplinary and grievance procedure.
- Establishing performance evaluation and promotion procedure.
The Engineering component is divided into three sub component namely,
- water use
The overall objective to farmers with a view to improving the standard of living of rural dwellers as well as and to provide Engineering service to the Authority.
EXTENSION SERVICE COMPONENT
The main objective of the components is to ensure sufficient coverage of Lagos to make maximum impact on farmers, fish folk and Agro – processor through diffussion of recommended Agricultural services. The specific objective is stipulated under three sub components of extension services
- Field Activities.
- Communication support
- Women in Agriculture.
FINANCE AND ACCOUNTS COMPONENT
The finance and Account component is divided into two sub component Main Accounts and Treasury. Main objective of the component is to ensure the optional utilization of financial resources of the Authority with relevant accounting Procedure in operation to achieve the mission of the Authority i.e promoting sustainable food production in healthy environment through efficient delivery amongst other functions.
PLANNING, MONITORING AND EVALUATION COMPONENT.
The Planning, Monitoring and Evaluation Component is to provide planning support for activities of the Authority and provide timely information on the Authority’s progress. As a basis for decision making and to measure and report on project performance and impact. The component is divided into three sub component namely:
- Management Information
RURAL INFRASTRUCTURE DEVELOPMENT COMPONENT
The component is involved in institutional collaboration and formation of farmer into viable groups / cooperatives assist farmers and would be investors in developing Agro-Business enterprises. Link farmer to farmer groups/fisher folks with source of credit input markets.
AGRICULTURE AND TECHNICAL SERVICE COMPONENT
Main objectives of the components is
- To generate and adapt new improved technologies to improve food productions in the state.
- To liaise with Agricultural Research Institute and related agencies in the provision of Available shelf proven technologies to farmers in the state.
- To liaise with LAISA Lagos Agric Input Supply Authority and other provision of available technologies to farmers in the state.
The component is divided into five sub component namely:
- Live stock.
- Crops Development.
- Farm Mechanism.
